Job Introduction The post holder is responsible for supporting the delivery of a comprehensive and high-quality programme of learning and development initiatives, including personal development, to ensure high standards of practices and demonstration of the IOPC values and behaviours. The primary function of this post is to provide an in-house learning, education and advisory service that includes research and development, learning delivery and facilitation, support the development of the organisation’s learning and development quality assurance and evaluation processes and nurturing of IOPC talent. Anticipated assessment and interview date is 14th November Main Responsibilities Role and responsibilities Engagement Contribute to the design and delivery of live training programmes and sessions on a variety of topics in line with the People strategy. Advise stakeholders about formal and informal L&D interventions which will effectively address learning needs and help solve business issues. Develop an understanding of the organisation’s business priorities, structures, and skills profile. Provide advice and guidance to individuals on personal and professional development. Promote the work of the team and inspire others about learning and development through speaking in meetings, delivering presentations and networking at events and conferences. Design and deliver facilitated discussions, workshops and activities with multidisciplinary groups and colleagues. Identify skill gaps, learning needs and new opportunities for learning and improvement through continuous assessments and observations. Contribute to the delivery of the IOPC People Strategy through matrix working across the directorate. Drive a learning culture during every conversation, using coaching conversation techniques. Draft, develop and publish communications about learning and the L&TD team via a variety of channels, working closely with Internal Comms colleagues where necessary. Manage and respond to relevant L&D queries received through the L&D inbox. Delivering learning and development work: Deliver defined L&D work packages (advice, research, design, delivering interventions & projects) through effective self-management, prioritisation, and collaboration with others. Participate in workforce planning exercises, ensuring development needs are identified. Contribute to plans to address development needs identified during workforce planning. Maintain the corporate induction. Work with stakeholders to develop digital storyboards. Work closely with managers and peers across the team to continuously reevaluate and re-prioritise workloads to ensure a smooth delivery of L&D products to the business. Co-ordinate the successful delivery of the team’s activities, ensuring close working and consultation with the People Support Services team. Source and liaise with external providers, ensuring procurement and contracting guidance is followed. Develop, draft and present high-quality L&D proposals. Research, develop, draft, and amend L&D strategies and policies at the direction of an L&D Business Partner. Support, and as directed lead learning initiatives. Develop and produce L&D metrics. Teamwork and development Commit to a culture of high performance by embracing opportunities for personal and professional growth on the team by having regular development conversations, giving and receiving constructive feedback. Deputise for L&D Consultants in their absence. Actively contribute to team communication and collaboration platforms. Contribute to matrix teams across the directorate brought together to deliver defined projects and outcomes. Learning and development expertise: Maintain credibility and professional expertise through driving own continuous professional development, keeping abreast of industry advances. Disseminate learning, share good practice and ideas for improvement with the team and wider organisation. Ensure all L&D activities are underpinned by Equality (EIA) and Data Protection Impact Assessments (DPIA) Ensure L&D products add value and demonstrate impact and return on investment through effective evaluation. Engage with relevant external organisations to carry out benchmarking activities, access peer learning opportunities and seek out good practice. Horizon scan for innovations that can contribute to the teams/organisational goals. Design, develop and deliver effective and engaging learning and development solutions. The Ideal Candidate Qualifications: CIPD Level 5 qualification in L&D advisor or equivalent/higher qualification/experience (or be working towards it). Knowledge: Knowledge of learning and development practices, and current theories. Knowledge of personal development learning packages. Experience: Experience of developing and delivering, learning to a range of audiences. Proven experience of live training delivery Experience of planning and co-ordinating learning programmes • Experience of analysing and resolving problems or business issues. Experience of facilitating and working with groups to achieve collaborative outcomes. Experience of managing a high workload within a rapidly changing environment. Experience of effectively collaborating with internal and external stakeholders. Desirable: Experience of Learning & Development in a public sector, or legislative context. Skills: Excellent communication skills, including oral, written and presentation. Ability to write and produce professional and credible documents suitable for internal and external communications. Good facilitation skills. Good organisational and prioritisation skills. The ability to work in an environment with competing priorities and demands. The ability to motivate self.
