Learning & Development Lead Fixed Term (12 months), Full Time (37 hours per week) £56,721 to £66,731 per annum Location: Chelmsford Working Style: Anywhere worker Closing Date: Wednesday 8th January 2025 Please note that this is a Secondment / Fixed Term Contract opportunity for a period of 12 months. The working style for this role is an Anywhere Worker but we will require you to attend the office in Chelmsford on average 1 day every week around business need. The Learning & Development lead creates an enabling environment for learning, where learning from experience and others becomes embedded in the day-to-day work and where the transfer of learning happens across the organisation. This role will focus on ensuring we provide the best possible learner experience, including the identification of potential technology and digital improvements, providing innovative and cost-effective solutions that address critical capabilities across the organisation. The Learning & Development lead manages a team or learning professionals, and will have a strong track record of managing people to deliver outcomes, whether that be via traditional methods of learning delivery of modern blended learning which develops ECC as a learning organisation, delivering tangible outcomes to and for the organisations employees is key. Working collaboratively with stakeholders across the Council will be key and a curiosity in determining the best approaches in developing capabilities to maximise learning opportunities. Accountabilities Creating an enabling environment for learning, where learning from experience and others, becomes embedded in the day-to-day work, and where the management, sharing and transfer of learning happens across the organisation. Responsible for drawing on insights from workforce planning, to identify critical organisation capability gaps; providing relevant, cost-effective solutions to address them; and to develop a measurement framework to evidence impact in individual and organisational performance. Working in close partnership with key stakeholders across the organisation, to design and deliver scalable, innovative learning solutions to strengthen core organisational capabilities (e.g., commerciality, innovation, digital mind set, commissioning) to support the delivery of our organisation strategy. Responsible for designing and delivering the corporate induction programme and other core development programmes, implementing new approaches, delivery methods and technology solutions. When appropriate this may include facilitating, delivering impactful workshops or provide consultancy advice to ODP and/or other teams in the organisation. Responsible for externally procuring, as appropriate, the design and delivery of specific programs, providing the necessary contract management and quality assurance. Responsible for ensuring ECC provides the best possible learner engagement and experience, including management of current learning technology and continuous exploration of better/new technology solutions that could enhance the learner journey. Work collaboratively with the rest of ODP to build an aligned and relevant service for the organisation. To work in close collaboration with the Business Partnering Teams to support the design and implementation of cross-cutting programs. The Experience You Will Bring Essential: Educated to degree level or equivalent by experience. CIPD qualified desirable with evidence of continuing professional development. Strong experience of team management A demonstrable track record in delivery of tangible learning and measurable outcomes In depth knowledge of LMS technology Strong knowledge of instructional theories: adult learning, on the job learning, experiential learning, informal learning, principles in both virtual and classroom instruction. Demonstrable experience in the use of social learning in complex organisations, content curation and improvement of learner engagement and experience. Experience in leading the implementation and/or improvement of organisational wide learning technologies (e.g., Learning Management System), knowledge management frameworks and approaches across teams and the wider organisation. Desirable: Evidence of supporting organisations to develop a culture of learning, moving from a set learning curriculum towards performance solutions and learner support. Practical experience in learning and business needs consulting, able to guide stakeholders through a shared and collaborative decision-making process, working at all levels in the organisation. Confident facilitation and delivery of workshops, events, or development interventions, with the ability to create engaging content, with strong diagnostic, problem solving, and analytical skills. Ability to think strategically and focus on critical issues to balance and respond to competing priorities. Demonstrated ability to manage complex projects that cut across multiple services and teams, from inception through completion.
