Portsmouth City Council
At Portsmouth City Council we're all about developing our staff, because we want to build a bigger and better city but we need the best employees to do so.
With a little over 207,000 residents and 7,000 businesses throughout this city, this unitary authority's main goal is to ensure the best care and development of all those within the city. From customer service to multi-million pound projects, our residents are at the heart of everything we do.
Your New Role
The National Institute for Health and Care Research (NIHR) is the nation’s largest funder of health and care research and has a mission to improve the health and wealth of the nation through research. The Health Determinants Research Collaboration (HDRC) is a new element of NIHR research infrastructure that will be based in local government. The purpose is to enable local authorities to become more research-active, undertake new research and use existing evidence to inform our decision making. There will be a central focus on health inequalities and actions to tackle issues faced by disadvantaged groups and areas.
You will be the programme manager for HDRC Portsmouth, managing the delivery of a £5m grant. You will ensure the development and successful delivery of the HDRC, which will boost research capacity and capability within the Council and allow research findings to shape decisions that impact on health and health inequalities. Working as part of a team you will manage the HDRC elements of a number of roles embedded in other parts of the council and will work closely in collaboration with the Research Development Lead, the leads from our HDRC partners at the University of Portsmouth and HIVE Portsmouth as well as other key stakeholders. With line management responsibilities for a small number of staff you will be required to work to tight timescales, juggling completing projects and demands whilst looking to spot and exploit new opportunities to improve services and influence both the local and national government research agenda.
For further information on what the role entails, please refer to the job profile.
What you'll need to succeed
With a relevant degree (public health or research related post graduate qualification), or equivalent experience, you will have experience of working in a local government/public sector setting or in a research infrastructure/delivery organisation (including academia). You will understand the strategic challenges facing local government as well as the role of research in addressing health inequalities. With experience of delivering complex programmes and projects whilst managing a budget, you will have the ability to communicate across a wide range of organisational and cultural boundaries, facilitate constructive discussion and formulate programmes of action. You will have excellent standards of written communication including report writing.
