The Service:
The Learning and Development team at Portsmouth City Council offers extensive training services to both council staff and Elected Members. Our support encompasses designing and delivering essential corporate training interventions across all organisational levels, from Directors to operational staff. The team is also responsible for maintaining training records through the Learning Management System, facilitating personal development, conducting reviews, and managing inductions.
Your New Role:
We are seeking an enthusiastic learning and development professional, who will thrive on the opportunity to review the organisation's training needs, design impactful programs, and manage the implementation of training interventions across Portsmouth City Council.
You will have excellent communication skills, with the ability to present ideas in a modern, innovative manner. You will work in partnership with strategic HR and managers across the organisation to deliver high-quality Learning and Development interventions and develop strategies to implement our corporate mandatory learning agenda. You will lead and manage an operational training team, oversee the corporate training budget, and manage contracts related to training services.
You will create and ensure delivery of annual training plan ensuring the training provision is of the highest quality and drives performance improvement. You will ensure that the training interventions are of the highest quality and be committed to evaluating the effectiveness of the training interventions and training department, ensuring our customers are supported and the strategic workforce objectives are met.
What you'll need to succeed:
You will have management experience and a training qualification or experience of training delivery in a corporate training environment.
You will have experience of managing a successful team and delivering results, and a proven track record of developing a people-focused core training offer for customers. You have strong interpersonal, relationship-building skills, and experience of partnership working.
You will have knowledge of learning and development delivery models, experience of procurement, finance and budget monitoring with integrity, and of designing and supporting delivery of training to Elected Members, or similar e.g. Board members / senior management training.
You will need to demonstrate that you have the Right to Work in the UK. No post will be offered without it.
